Office of Planning must coordinate with all executive departments to identify state facilities and critical infrastructure vulnerable to flooding and sea level rise using data from the Hawaii Sea Level Rise Vulnerability and Adaptation Report and State of Hawaii Hazard Mitigation Plan.

Office of Planning must assess mitigation options for vulnerable facilities and infrastructure, including flood-proofing and relocation, with priority given to nature-based solutions and actions protecting vulnerable populations.

Office of Planning must coordinate resiliency actions with county and federal agencies, affected communities, and the private sector, and incorporate sea level rise adaptation and full life-cycle cost accounting into planning and investment decisions.

Office of Planning must submit a report to the Governor, Legislature, and Hawaii Climate Change Mitigation and Adaptation Commission by twenty days before the 2023 regular legislative session, including vulnerability assessments and implementation progress for each department.

Office of Planning may designate employees to lead capacity-building efforts and collaborate with the Hawaii Climate Change Mitigation and Adaptation Commission on improving interagency coordination for sea level rise adaptation and disaster resilience.
