Urges the U.S. Senate and President Biden to enact the Protecting the Right to Organize (PRO) Act of 2019, which the House passed on February 6, 2020.

Empowers workers to enforce labor rights under the National Labor Relations Act in court and allows the National Labor Relations Board to assess meaningful monetary penalties against corporations and corporate officers for violations.

Prohibits employers from interfering with union elections, including requiring workers to attend meetings designed to discourage union formation.

Enhances worker rights to support boycotts, strikes, and solidarity actions; prevents employers from forcing employees to waive collective or class-action litigation rights; and closes loopholes allowing misclassification of employees as supervisors or independent contractors.

Directs the transmission of certified copies of this resolution to the President, U.S. Senate President Pro Tempore, House Speaker, and Hawaii's congressional delegation.
