Requests that the United States Congress consent to the enactment of Act 80, Session Laws of Hawaii 2017, which amends the Hawaiian Homes Commission Act, 1920.

Act 80 reduces the required Hawaiian blood quantum for successors to Hawaiian homestead leases from one-quarter to one thirty-second Hawaiian upon the death of a lessee.

Congressional consent is required under section 4 of the Hawaii Admission Act (Public Law 86-3) because the Hawaiian Homes Commission Act can only be amended by the State with the consent of the United States.

Identifies that intermarriage between people of Hawaiian and non-Hawaiian ancestry has reduced native Hawaiian blood quantum across generations, creating hardship for lessees unable to transfer homestead rights to relatives with less than the current one-quarter blood requirement.

Directs transmission of certified copies to the Secretary of the Interior, congressional leadership, Hawaii's congressional delegation, the Hawaiian Homes Commission, and the Office of Hawaiian Affairs.
