Department of Human Resources Development is urged to reexamine qualifications for over 27,700 currently vacant state positions and replace bachelor's degree requirements with associate degrees or certificates where applicable.

Resolution acknowledges apprenticeship programs, including the Office Administrative Assistant Apprenticeship program, provide technical and non-technical skills through on-the-job learning and competency demonstration.

Upon completion of apprenticeship programs, participants may apply work hours toward an associate degree or receive a "Certification of Completion."

Filling vacant positions with apprenticeship-qualified individuals is intended to improve customer service quality and provide Hawaii residents access to stable careers with steady income.

Department of Human Resources Development must submit a report to the Legislature by January 1, 2022, detailing which state positions had job qualifications amended.
