Urges the Governor to create a task force to develop recommendations on enforcement roles and responsibilities for the Department of the Attorney General and state and county law enforcement agencies regarding COVID-19 emergency proclamations.

Task force should address enforcement of emergency orders related to social distancing, face coverings, and prohibition of gatherings.

Task force membership requested to include representatives from the Attorney General, Hawaii Emergency Management Agency, Judiciary, Department of Public Safety, Adjutant General, county police departments, county prosecutor offices, and two organizations that report violations to law enforcement.

Identifies that current enforcement is largely reactive and dependent on public complaints, and that thousands of citations are inundating the court system.

Task force required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2022.
