Requests the Comptroller to establish a Healthy Workplace Working Group to review and recommend improvements for transforming state facilities into green facilities that maximize health, productivity, and reduce costs.

Working group composition includes the Comptroller as chair, two members each appointed by the Speaker of the House and President of the Senate, presidents of the Hawaii chapters of the U.S. Green Building Council and American Society of Heating, Refrigerating, and Air-Conditioning Engineers, the Honolulu Chapter president of the American Institute of Architects, and two additional technical members with green workplace credentials.

Research cited indicates improved air quality and ventilation (increased from 20 to 40 cubic feet per minute per person) corresponds to $6,500 annual productivity gain per worker and up to 66 percent productivity increases from better temperatures and noise control.

State employment of approximately 48,000 civil workers could potentially generate $300,000,000 in additional annual value and savings through improved health and wellness improvements.

Working group members serve without compensation and must submit findings, recommendations, and any proposed legislation to the Legislature by December 31, 2021.
