Request Department of Transportation to execute three pilot projects of meaningful scale in underserved communities to improve safety, reduce transportation costs, and enhance quality of life, with particular focus on public housing and Department of Hawaiian Home Lands beneficiaries.

Direct one pilot project to create a protected highway for bicycle and pedestrian commuters between high-density areas and downtown urban cores without intersecting vehicular traffic, modeled after examples like New York City's High Line.

Direct one pilot project to establish protected bicycle and pedestrian routes to schools in high-density areas, serving as many schools as possible and partnering with counties as needed.

Direct one pilot project to develop safe and protected active health exercise pathways serving high-density areas in partnership with counties.

Request county partner agencies participate with the Department of Transportation in prioritizing and executing the pilot projects.
