Requests the Department of Transportation involve government and stakeholders at all levels in a comprehensive and cooperative process to update the Hawaii Statewide Transportation Plan.

Requires the statewide transportation plan to serve as an overarching policy framework and umbrella informing Department of Transportation modal plans and transportation plans developed by the Oahu and Maui Metropolitan Planning Organizations and county governments.

Directs the plan to incorporate research, policies, strategies, and findings from existing Department of Transportation modal plans and other transportation plans.

Requires development of statewide transportation planning goals, objectives, implementation strategies, and progress indicators to ensure efficient and cost-effective implementation.

Directs certified copies be transmitted to the Governor, Attorney General, Director of Transportation, and the mayors of Honolulu and the counties of Hawaii, Kauai, and Maui.
