Requests the Hawaii Tourism Authority develop an implementation plan to address tourism "hot spots" (overcrowded areas causing resource degradation and safety hazards) identified in county destination management action plans.

Implementation plan must compile and prioritize issues from each island's Destination Management Action Plan and determine resources needed for multi-year stakeholder discussions between public, private, and community entities.

Plan shall establish personnel descriptions and consultant scopes of work as templates, clarify the Hawaii Tourism Authority's role in securing and distributing resources, and develop a recommended implementation timetable.

Plan must explore potential revenue increases, including reviewing impact fees on tourism.

Hawaii Tourism Authority must submit the completed implementation plan and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2022.
