Forms a working group to examine governance and maintenance of shared areas (private roads, recreational facilities, mailboxes, infrastructure) in non-planned community subdivisions created before Hawaii statehood.

Working group must examine homeowner and management entity rights and responsibilities, review regulatory frameworks in other jurisdictions, and analyze maintenance strategies and cost implications for Hawaii subdivisions.

Working group composition includes one House member and one Senate member representing affected districts, plus representatives from the Hawaii State Association of Parliamentarians, Hawaii Council of Community Associations, Community Associations Institute Hawaii Chapter, and a certified mediator.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2022 Regular Session convenes.

Working group dissolves on December 31, 2022, and members serve without compensation.
