University of Hawaii requested to convene a task force to examine and assess the Service Agreement between the University and the Research Corporation of the University of Hawaii (RCUH), including whether amendments are warranted.

Task force membership to include Vice President for Research and Innovation (chair), RCUH Executive Director, RCUH Director of Finance, Board of Regents Chairperson or designee, and three University representatives appointed by the President.

Task force required to submit report to Legislature no later than twenty days before the 2022 Regular Session, including history of University-RCUH relationship, itemized services received, assessment of agreement terms, and any proposed amendments.

Report must address reasonableness of terms considering University's research needs, limited resources, and State's economic situation due to COVID-19 pandemic, with particular focus on RCUH fees structure, computation methods, and predicted fee increases.

Task force to dissolve on July 1, 2022, with administrative support provided by the Office of the Vice President for Research and Innovation.
