Requests the State of Hawaii and City and County of Honolulu to use all constitutional and charter authority to ensure permanent meaningful public access to beaches in Kailua, Waimanalo, and Hawaii Kai.

Directs the Department of Land and Natural Resources and Honolulu Department of Planning and Permitting to enforce Chapter 115 and Section 205A of Hawaii Revised Statutes against violators to the fullest extent permitted.

Requests the Attorney General and Corporation Counsel of Honolulu to pursue necessary legal action to ensure meaningful public beach access.

Authorizes consideration of eminent domain powers by the State and City and County of Honolulu to protect public interest and ensure perpetual beach access in the three specified areas if necessary.

Addresses concerns about increasing illegal gates, fencing, and vegetation blocking traditional public beach access, as well as beachfront properties being purchased as investments by out-of-state or part-time owners.
