Establishes a working group to develop a plan for consolidating management of the Maunalua-Makapuu Scenic Byway (6.8 mile stretch of State Highway 72 on Oahu's Kaiwi coast) and addressing ongoing issues in the area.

Working group membership includes the Division of State Parks Administrator (co-chair), Senate Transportation Committee Chairperson (co-chair), Transportation Director, three community group representatives, and one member with cultural history knowledge.

Working group is requested to develop plans addressing: consolidated management, unauthorized vehicular access, safe pedestrian and bicycle access from Makapuu lookout to Hanauma Bay, signage and educational narratives, and preservation of the area's wild and natural state.

Working group must submit progress reports to the Legislature before each Regular Session and serve without compensation.

Working group is scheduled to be dissolved on July 1, 2023.
