Requests the Office of Planning to implement the recommendations from the third UN Universal Periodic Review statewide across all executive departments in accordance with Hawaii's State Planning Act.

Recognizes Hawaii's participation in the UN Universal Periodic Review process in 2010, 2014, and November 9, 2020, which reviews human rights records of UN member states.

Notes Hawaii's designation as America's first Human Rights state and its role as the first state to conduct a Voluntary Local Review at the UN, aligning the UN's 17 Sustainable Development Goals with the state's Aloha+ Challenge.

Directs transmission of certified copies of the resolution to the UN Secretary General, UN High Commissioner for Human Rights, U.S. President, Vice President, Congress leadership, Hawaii's congressional delegation, U.S. Department of State, Hawaii Governor, and Director of Planning.
