S.R. No. 158 Summary

• Requests the Director of the Department of Commerce and Consumer Affairs and the Contractors License Board to ensure at least two board members are Specialty Contractors licensed in structural trades (carpentry framing, masonry, pile driving, reinforcing steel, structural steel, welding, or related trades).

• Specifies that these two members must hold specialty contractor licenses that were not automatically issued as a result of holding a General Engineering Contractor or General Building Contractor license.

• Requests the Department and Board to consider establishing an advisory committee for structural contracting issues and to review whether automatic issuance of certain specialty licenses to general contractors without examination adequately protects public safety.

• Directs the Department to consult with stakeholders including construction companies, unions, Hawaii Building and Construction Trades Council, Board of Electricians and Plumbers, and Structural Engineers Association of Hawaii regarding structural contracting licensing practices.

• Requires submission of a report with findings and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.
