Urges U.S. Congress to amend 10 U.S. Code section 1414 to allow all retired veterans with service-connected disabilities to receive concurrent retirement and disability payments (full retirement plus disability compensation simultaneously).

Current law limits concurrent payments to veterans with 20+ years of service and a disability rating of 50% or above; other disabled veterans have their retirement payments offset by disability compensation.

Congressional Budget Office estimated providing concurrent payments to veterans with disability ratings below 50% would cost approximately $30 billion over ten years, and extending to veterans with less than 20 years of service would cost approximately $5.8 billion over ten years.

Directs certified copies of the resolution be sent to the U.S. Senate Majority Leader, Speaker of the U.S. House of Representatives, and all members of Hawaii's congressional delegation.
