Cites increased traffic fatalities occurring between midnight and 6:00 a.m., with many caused by drivers operating vehicles while under the influence of liquor.

Notes that county liquor commissions have authority under Hawaii Revised Statutes Chapter 281 to regulate hours of operation for liquor licensees.

States that statutory provisions allowing cabarets to operate until 4:00 a.m. and "bring your own beverage" premises until 2:00 a.m. do not prevent commissions from prohibiting liquor sales during those hours.

Directs certified copies of the resolution be transmitted to chairpersons of respective county liquor commissions and urges vigorous enforcement of any adopted rules.
