Addresses longstanding traffic congestion on Kamehameha Highway at Laniakea Beach, where backups extend as much as two miles in both directions due to pedestrians crossing from parking areas to the beach.

References a 2015 court ruling that required removal of jersey barriers blocking public parking on city property, and notes the Department of Transportation is considering four alternatives including options that would either maintain or eliminate public parking.

Directs certified copies of the resolution be transmitted to the Governor, Department of Transportation Director, Board of Land and Natural Resources Chairperson, City officials, and relevant Honolulu city department directors.
