Urges the Board of Education to form a special committee or permitted interaction group to monitor how the Department of Education spends federal relief funds from the CARES Act and CRRSA Act.

Committee should meet twice monthly to provide timely updates on Department of Education expenditures of federal funds until all relief funds are fully expended.

Hawaii Department of Education received $43,385,229 in ESSER I funds (May 2020) and $183,595,211 in ESSER II funds (allocated January 5, 2021, available through September 30, 2023).

Committee must submit a preliminary report to the Legislature no later than twenty days before the 2022 Regular Session convenes and a final report no later than twenty days before the 2024 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
