Urges the executive and legislative branches of Hawaii to promote and support the Global Alliance for International Collaboration in Space (GALIX) initiative and explore providing state administrative and funding support in consultation with the Hawaii Space Industry Innovation Program and Governor Ariyoshi Foundation.

Recognizes Hawaii's strategic mid-Pacific location, Moon and Mars-like terrain, scientific expertise, and existing relationships with NASA, JAXA, ESA, and other space agencies as assets for advancing international space collaboration and exploration.

Commends the Governor Ariyoshi Foundation for its leadership through the Hawaii Space Industry Innovation Program (HiSPACE) in establishing GALIX as a multinational coalition to expand space ventures including education, training, research, and missions to the Moon, Mars, and other solar system bodies.

Identifies GALIX goals to include developing memoranda of understanding with space institutions, publishing in space journals, hosting webinars, and building public-private partnerships and multinational alliances to advance collaborative space enterprise.

Directs transmission of certified copies to the Governor, Lieutenant Governor, state and federal agencies including NASA, FAA, military commanders, and the University of Hawaii President.
