Requests the Department of Commerce and Consumer Affairs to convene a task force to determine why condominium unit owners are not recognized as stakeholders by the Real Estate Commission and to recommend legislation or rules to increase their access and representation.

Task force must include the Real Estate Commission Chairperson (as task force chair), a representative from a condominium owner advocacy organization, one Senate member appointed by the Senate President, and one House member appointed by the House Speaker.

Initial task force meeting must be convened no later than July 1, 2021, with findings and recommendations to be submitted to the Legislature no later than twenty days before the 2022 Regular Session.

Task force is dissolved on June 30, 2022.

Notes that approximately one-third of Hawaii residents live in association-governed communities and that condominium unit owners contribute to the condominium management education fund but are excluded from Real Estate Commission participation while commercial interests like property managers and legal counsel are recognized as stakeholders.
