Requests the Department of Business, Economic Development, and Tourism to compile a short list of Fortune 500 companies that could potentially relocate to Hawaii.

Directs the Department to identify means and incentives that might attract these companies to relocate to the State.

Requires the Department to submit a report to the Legislature no later than twenty days before the convening of the Regular Session of 2022, including the list of identified companies, findings, recommendations, and any proposed legislation.

Cites COVID-19 pandemic job losses in tourism as demonstrating the urgent need for economic diversification and notes that remote work capabilities make relocation more feasible.

References nine state incentive programs (Indiana, Mississippi, South Carolina, Tennessee, Florida, West Virginia, Wisconsin, Kentucky, and Louisiana) as examples of strategies to attract corporate relocations.
