Request the Office of Hawaiian Affairs to establish a Burial Sites Working Group to study and analyze allegations of mismanagement by the Department of Land and Natural Resources' State Historic Preservation Division regarding the burial sites program.

Working group shall determine a recommended course of action to address mismanagement allegations and propose corrective actions, including proposed legislation.

Working group composition includes representatives from the Office of Hawaiian Affairs (chairperson), all Island Burial Council chairpersons, State Historic Preservation Division staff, two large landowners/developers appointed by the Governor, a Hawaiian community representative, a William S. Richardson School of Law representative, and a Huliaupa'a/Kaliuokapakakai Collective representative.

State Historic Preservation Division is requested to cooperate fully with the working group's investigation and analysis.

Working group shall submit a formal report with findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2022.
