Request the State Auditor to assess the social and financial effects of mandating health insurance coverage for annual mental health screenings as outlined in S.B. No. 728 of the 2021 Regular Session.

Require the assessment to be conducted pursuant to Hawaii Revised Statutes sections 23-51 and 23-52, which mandate auditor review before any health insurance coverage mandates can be considered.

Direct the Auditor to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2022 Regular Session convening.

Transmit certified copies of the resolution to the State Auditor and Insurance Commissioner.
