Encourage the State to consider and adopt innovative policies that invest in alternative transit infrastructure and reduce the number of vehicles on roads

Request the Department of Transportation to convene a working group to examine policies for improving transit and reducing vehicle numbers

Working group to be comprised of legislative transportation and housing committee chairs, the Transportation Director, Chief Energy Officer, and representatives from the Hawaii Automobile Dealers Association, Ulupono Initiative, and Hawaii Bicycling League

Working group members serve without compensation and must submit findings and recommendations to the Legislature no later than 20 days before the 2022 Regular Session

Cites Honolulu's ranking among worst cities nationally for traffic congestion, average of 64 hours annually spent in traffic per commuter, and annual cost of $753,000,000 from traffic congestion
