Urges the Legislative Reference Bureau to conduct a study on best practices for telework and alternative work schedules for government agencies, businesses, and nonprofit organizations in Hawaii.

Study must include recommendations on policies, guidelines, standards, and procedures for successful telework implementation; identification of employee categories suitable or unsuitable for telework; and feasibility of allowing caregiving as a reason for telework eligibility.

Study must address suitable telework locations, infrastructure and safety measures, employer equipment provision, data security and confidentiality protections, and impacts on state information technology assets.

Requires the Legislative Reference Bureau to submit findings and recommendations to the Legislature no later than twenty days before the 2022 Regular Session and to make the study publicly available on its website.

Urges state and county executive agencies to adopt telework policies based on the study's best practices and encourages businesses and nonprofit organizations to implement similar policies.
