Urges the Department of Business, Economic Development, and Tourism's Office of Planning to develop a consultation implementation plan with the native Hawaiian community regarding cultural resources, practices, and knowledge concerning ocean policy in the Coastal Zone Management Plan.

Requires the Office of Planning's plan to commit to supporting native Hawaiians and recognizing their status as indigenous peoples with an equitable role in ocean planning in the Hawaiian Islands.

Directs the Office of Planning to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convening.

Recommends six policy statements for adoption, including that consultation promote native Hawaiian interests in ocean resources, occur early and often in decision-making, involve two-way information exchange, and be based on trust and ongoing relationships.

Requires the Office of Planning to communicate how consultation affected agency decision-making and provide explanation if consultation did not influence decisions.
