Identifies ocean safety officers (lifeguards) as essential personnel who serve as primary responders for beach and near-shore water emergencies, including ocean rescue, injury prevention, emergency medical response, and mobile patrol dispatch.

Notes that increased ocean and beach use over recent decades, including kayak rentals, stand-up paddling, and surf instruction activities, has made maintaining lifeguard service levels more critical.

Directs certified copies of the resolution be transmitted to the Co-Chiefs of the Hawai'i 2.0 Committee.
