Request the Department of Land and Natural Resources' Division of Boating and Ocean Recreation to formalize the Honokohau Small Boat Harbor Working Group as the management authority for the harbor.

Working group must establish bylaws, create a sustainable business plan, explore private-public partnerships for harbor management, develop new marina management rules, and review contractual agreements formalized on or after January 1, 2020.

Working group membership includes the Deputy Director of Land and Natural Resources, Division Administrator, Senator from District 3, Representative from District 6, Governor's representative, two Hawaii Fishing and Boating Association members, and four community-at-large members appointed by the legislators.

Division of Boating and Ocean Recreation must support virtual bi-monthly meetings and working group must submit quarterly reports to the Legislature beginning in 2022 for three years.

Working group is requested to dissolve on June 30, 2026.
