Request Department of Hawaiian Home Lands to provide recommendations for proposed legislation to maintain the unpaved corridor from the end of South Point Access Road to Kaulana Bay, Māhana Bay, and the Southernmost Point in the United States.

Recommendations should focus on protecting natural and cultural resources along the coast, increasing public health and safety through a defined access road, and improving access for emergency service vehicles.

Department must submit joint report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.

Resolution cites Ka Lae (South Point) as a national historic landmark with 710 acres designated for its complete record of human occupation in Hawaiian islands and as a culturally significant wahi pana with sacred sites and endangered species.

Unregulated vehicle and pedestrian access has caused severe erosion damage ranging from several feet to over eight feet deep, desecrating sacred sites including Palahemo and Pu'u Ali'i.
