Requests the Department of Transportation to evaluate Kuakini Highway and Queen Kaahumanu Highway between Henry Street and Kamehameha III Road on Hawaii Island and identify options for traffic reduction.

Directs the Department of Transportation to consider narrowing traffic lanes by repainting so that all lanes are uniformly ten feet in width as an alternative traffic reduction measure.

Urges the Department of Transportation to add the Kuakini Highway and Queen Kaahumanu Highway project to the Highway Safety Improvement Program for consideration in the Statewide Transportation Improvement Program.

Requests the Department of Transportation to conduct a study and prepare a plan to remediate flooding issues at the intersection of Mamalahoa Highway and Meleana Place in South Kona, contingent on the State acquiring that section of highway.

Notes that North Kona's population increased by approximately 4,000 people (to 42,000 total) between 2010 and 2016, contributing to traffic congestion on these highways.
