Urges President Joseph R. Biden, Jr. and the Asia-Pacific Economic Cooperation (APEC) to hold the 2023 APEC Summit in Honolulu, Hawaii.

Notes that APEC represents 21 member economies accounting for over 40% of the world's population and over 50% of world trade.

Highlights Hawaii's qualifications as host including its geographic position at the intersection of APEC members, tradition of hospitality through the spirit of Aloha, diverse multicultural population, and prior experience hosting the 2011 APEC Summit and 2016 World Conservation Congress.

Directs certified copies to be transmitted to the U.S. President's Office, APEC Secretariat Executive Director, Hawaii Governor, Director of Business, Economic Development, and Tourism, and Honolulu Mayor.
