Urges the Department of Transportation to increase the use of reclaimed asphalt pavement (RAP) in repaving, reconstructing, and preserving state streets, roads, and highways.

Requests the Department explore higher-percentage RAP products, including asphalt paving mixes with elevated RAP levels, asphalt treated base using 100% reclaimed asphalt, reclaimed asphalt base, and pavement preservation products incorporating reclaimed asphalt.

Notes that current Department of Transportation specifications allow up to 20% reclaimed asphalt pavement in hot mix asphalt pavement (surface course) and up to 40% in hot mix asphalt base (base course).

Identifies that Hawaii has a significant stockpile of reclaimed asphalt pavement and that increased use would reduce demand for virgin aggregate mining in the state.

Directs that a certified copy of the resolution be transmitted to the Director of Transportation.
