Request the Department of Human Resources Development to establish a new civil service class for project managers under Collective Bargaining Unit 13 (BU13).

Use the general project manager position description developed in 2020 by the Department of Human Resources Development, Department of Accounting and General Services, Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Department of Transportation.

Address the current gap in civil service classification where project managers are being hired under a generic General Professional series despite managing engineers and architects.

Prevent salary distortion where project managers would be paid less than the engineers and architects they supervise if classified under BU13 salary ranges.

Transmit certified copies of the resolution to the Governor, Director of Human Resources Development, Comptroller, Chairperson of the Hawaiian Homes Commission, Chairperson of the Board of Land and Natural Resources, and Director of Transportation.
