Establishes a Revitalizing Economy and Agriculture Leadership (REAL) working group to develop recommendations for implementing an initiative that supports Hawaii farmers as self-sustaining, for-profit businesses with access to local and export markets.

Names the Chairperson of the Hawaiian Homes Commission as chair and requires participation from representatives of federal agencies (U.S. Small Business Administration), state departments (Agriculture, Business/Economic Development/Tourism, Land and Natural Resources, Hawaiian Home Lands), University of Hawaii, county mayors or council chairs, Kamehameha Schools, Hawaii Agriculture Research Center, and industry representatives.

Directs the working group to focus on obtaining 50-year land leases for production infrastructure, establishing grow hub structures with technical assistance, increasing access to soil and water testing resources, and coordinating state agency support for restorative agriculture and ecosystem management.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convening.

Dissolves the working group on June 30, 2022.
