Requests the Legislative Reference Bureau to conduct a study examining the efficacy of the Hawaii CARES Program, a 24-hour behavioral health call center offering crisis services statewide.

Study must include a five-year summary of Hawaii CARES responses and interventions on Oahu related to mental health, substance abuse, suicide threats, conflict resolution, and welfare checks.

Study must determine whether any Hawaii CARES responses involved an armed response and provide a financial report for the preceding five fiscal years.

Directs the Legislative Reference Bureau to seek input from the Department of Health, Department of Human Services, Honolulu Police Department, and Department of Budget and Finance.

Requires certified copies of the resolution be transmitted to the Directors of the Legislative Reference Bureau, Health, Human Services, the Honolulu Police Chief, and the Finance Director.
