Establishes a public racing facility working group to identify locations and develop a plan for establishing public racing facilities on Oahu, including at minimum one kart track and one road course facility.

Working group comprises 11 members including the Senate Transportation Committee Chairperson (co-chair), an appointed House member (co-chair), state directors of Transportation and Business/Economic Development/Tourism, the Mayor of Honolulu, representatives from kart racing and sport compact car racing communities, and other invited members.

Facilities would serve as alternatives to illegal street racing and provide driver education and training for law enforcement, state and county agencies, nonprofit organizations, and the general public.

Working group members serve without compensation and must submit annual progress reports and recommendations to the Legislature by December 1 of each year through 2025, or until a final plan is adopted.

Facilities should be located away from residential areas to mitigate traffic, noise, and other impacts; the last racing facility on Oahu closed in 2006.
