Declares a climate emergency and requests statewide collaboration toward a just transition and emergency mobilization to restore a safe climate.

Requests commitment to a decarbonized economy with zero emissions by limiting warming to 1.5 degrees Celsius as outlined in the IPCC report, including clean energy investments and quality jobs.

Prohibits further public or private investment and subsidies in coal, oil, gas, and tree-burning projects, with redirected subsidies toward low climate impact energy and workforce retraining.

Directs facilitation of investments in zero emissions energy, electric vehicles, energy efficiency, reforestation, climate-smart agriculture, and climate-friendly land use.

Requires state agencies to develop a time-phased implementation plan with assigned responsibilities and timetables, including climate education, stakeholder engagement, and lifecycle greenhouse gas analysis for all departmental reports.
