Request for Department of Transportation to conduct a study of flooding and safety issues at the intersection of Mamalahoa Highway (Hawaii Belt Road) and Meleana Place on Hawaii Island.

Flooding at the intersection increased after completion of the Konawaena School Offsite Highway Improvements Project in 1997, which included construction of a concrete rock masonry retaining wall and two rock walls along Mamalahoa Highway.

Culverts designed to divert excess water from the roadway frequently overflow onto adjacent properties and the highway after heavy rains, creating hazardous conditions and causing significant property damage to nearby owners.

Department of Transportation directed to submit a report of findings and remediation plan, including any proposed legislation, to the Legislature no later than twenty days before the convening of the Regular Session of 2022.

Certified copies of the resolution to be transmitted to the Director of Transportation and Mayor of Hawaii County.
