Authorizes the Board of Land and Natural Resources to lease approximately 3.3648 acres (146,570 square feet) of submerged lands at Kaneohe Bay, Kaneohe, Oahu for non-commercial boat pier purposes by public auction.

The lease encompasses submerged lands seaward of Tax Map Key (1)4-4-022:032 and will have a term of 55 years.

Lessees are prohibited from authorizing tenants to live aboard vessels or using vessels as a place of principal habitation under the lease terms.

The Board of Land and Natural Resources previously approved a set-aside of approximately 6.5 acres of the same submerged lands in July 2019 and authorized the lease sale in January 2021.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53(c); directs transmission of certified copies to the Governor and Board of Land and Natural Resources Chairperson.
