Requests the Hawaii Community Development Authority adopt administrative rules to fine property owners who keep habitable dwelling units vacant for more than four months per calendar year within the Authority's jurisdictional boundaries.

Establishes a tiered fine structure based on county assessed property value: owners who self-report by March 15 pay 1% for 4-6 months vacancy or 2% for over 6 months; non-reporting owners pay 2% or 4% respectively at the same thresholds.

Allows the Authority to reward informants up to 25% of collected fines for evidence of unreported violations, provided the informant is not the owner, related to the owner, or employed by the owner or government agency.

Requires collected fine revenue to fund enforcement staff or third-party investigators, with remaining revenues subsidizing rental housing assistance under Section 8 of the U.S. Housing Act of 1937.

Exempts vacancy periods from the four-month threshold for specified circumstances including owner death (12 months), property redevelopment (24 months), owner hospitalization (12 months), ownership transfer (6 months), military deployment (indefinite), bankruptcy proceedings, and financial hardship.
