Recognizes October 4 through October 8, 2021, as Digital Inclusion Week in Hawaii to raise awareness of digital equity and promote digital inclusion.

Acknowledges that broadband services are essential infrastructure for the 21st century and that digital equity ensures all individuals and communities have information technology capacity for full participation in society, democracy, and the economy.

Identifies barriers to broadband access in rural, agricultural, and lower-income communities, including lack of infrastructure, investment discrimination, and socioeconomic, education, literacy, language, and disability barriers.

References Governor David Ige's January 25, 2021 State of the State address calling for expanded state investments in digital technology as part of Hawaii 2.0 to establish the state as a broadband access leader.

Directs transmission of certified copies of the resolution to the Governor and Director of Business, Economic Development, and Tourism.
