Requests the Legislative Reference Bureau conduct a study on closing the digital divide through multidimensional policies and programs addressing social and digital inequity.

Study should examine tax policies reducing device costs for Department of Education distance learning, infrastructure investments ensuring affordable high-quality internet access on all islands, and wireless broadband expansion policies.

Study should evaluate digital literacy and training programs to remove computer literacy barriers, and grant programs supporting digital equity projects by individuals, groups, coalitions, and communities.

Cites Hawaii data showing 55,000 households lack internet subscriptions (9.5% of households), 7% lack computers, and disproportionate digital exclusion among low-income households, Native Hawaiians, seniors, and those with less than high school education.

Legislative Reference Bureau must submit findings and recommendations to the Legislature no later than 20 days before the 2022 Regular Session convenes.
