Request for Hawaii Emergency Management Agency to develop an evacuation plan for areas in lava zones 1, 2, 3, 4, and 6, including South Kona and Kaʻu districts on the Big Island.

Evacuation plan must be submitted to the Legislature no later than twenty days before the convening of the Regular Session of 2022.

Resolution cites Mauna Loa as the world's largest active volcano, which has erupted 33 times since 1843 and poses threats from fast-moving lava flows, earthquakes, volcanic gas emissions, and ashfall to populated areas.

Identifies South Kona and Kaʻu as particularly vulnerable due to steep slopes, high effusion rates, proximity to developments, and limited infrastructure (Mamalahoa Highway as only connection between districts).

Certified copies to be transmitted to the Director of the Hawaii Emergency Management Agency and Mayor of the County of Hawaiʻi.
