Requests the State Auditor to conduct a sunrise analysis on licensing and/or certification of community health workers to address healthcare gaps in rural areas.

Directs the Auditor to include recommendations on a training program for community health workers focused on addressing social determinants of poor health affecting low-income and minority populations.

Requires the Auditor to assess the probable effects of implementing a certification and training program and evaluate consistency with Hawaii Revised Statutes section 26H-2 policies.

Mandates the Auditor submit findings to the Legislature no later than twenty days prior to the start of the 2022 Regular Session.

Transmits certified copies to the Governor, Auditor, and Director of Human Services.
