Requests the City and County of Honolulu, Honolulu Police Department, Honolulu Department of Transportation Services, and Department of Transportation to create separate protected facilities for electric scooters, electric bicycles, and electric trikes on sidewalks to protect pedestrians.

Identifies that electric scooters, bicycles, and trikes can weigh over 40 pounds, reach speeds of 18 miles per hour (nearly six times faster than average walking speed), and pose serious injury or death risks to pedestrians in collisions.

Notes that Act 180 (Session Laws of Hawaii 2003) defines "electric personal assistive mobility devices" as limited to 12.5 miles per hour, but many current devices exceed this standard and are operated on sidewalks and bike paths.

Requests the Honolulu Department of Transportation Services submit a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Directs certified copies be transmitted to the Director of Transportation, Mayor, Honolulu City Council Chairperson, Honolulu Police Chief, and Director of Transportation Services.
