Request the Department of Health to convene a task force to address noise pollution from early morning trash collection in Waikiki and Kakaako-Ala Moana neighborhoods.

Task force membership includes the Director of Health (chairperson), representatives from three private refuse companies (Honolulu Disposal Service, West Oahu Aggregate, and Aloha Waste of Honolulu), City and County of Honolulu Department of Environmental Services, one state senator and one state representative, and chairpersons of the Waikiki and Kakaako-Ala Moana Neighborhood Boards.

Task force may invite additional experts or organizations to participate in discussions about noise mitigation solutions.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Department of Health, city environmental services, neighborhood board chairpersons, and the three refuse collection companies.
