Urges the Department of Education to provide a school resource officer or registered guard (pursuant to Chapter 463, Hawaii Revised Statutes) at each elementary school and state prekindergarten program during hours when students are on campus.

Urges the Department of Education to provide multiple school resource officers or registered guards at larger elementary schools and prekindergarten programs.

Urges the Department of Education to seek federal grants and county funding to cover the costs of providing school resource officers or registered guards if necessary.

Cites three specific security incidents at Hawaii schools (March 2018 at Kipapa Elementary, December 2019 in Waipahu, and February 2020 in Ewa Beach) as justification for increased security presence.

Requires certified copies of the resolution to be transmitted to the Superintendent of Education, Chairperson of the Board of Education, and the Mayor of each county.
