Requests the Department of Labor and Industrial Relations and Department of Business, Economic Development, and Tourism to jointly establish a statewide Green Jobs Corps program to address COVID-19 unemployment and support clean energy goals.

Directs the Workforce Development Council and Hawaii State Energy Office to advise on establishing the Green Jobs Corps program, which should focus on resiliency and green sector jobs including local agriculture, conservation, renewable energy, and cesspool conversions.

Authorizes consideration of state conservation district lands as properties to manage through workforce development initiatives.

Requires the two departments to identify public-private partnerships and submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

References existing successful models including the Civilian Conservation Corps (1933-1942), Oakland Green Job Corps, and Hawaii's Aloha Connects Innovation program and KUPU Aina Corps as potential frameworks to build upon.
