Urges the University of Hawaii System and Department of Education to develop and include training, courses, and curricula on mechanics, repair, and maintenance of electric vehicles, hydrogen vehicles, and other alternative fuel vehicles in their respective programs.

Notes that Hawaii has over 10,000 electric vehicles on the road and ranks in the top five states nationally for electric vehicle adoption by percentage of vehicles purchased.

Identifies that only approximately 3 percent of automotive technicians currently have the skill set to work on electric vehicles, creating a workforce gap.

Establishes that the transportation sector accounts for over two-thirds of oil imported into Hawaii, with drivers spending approximately $2 billion annually on gasoline and diesel.

Directs certified copies of the resolution to be transmitted to the Board of Regents Chairperson, President of the University of Hawaii System, Board of Education Chairperson, and Superintendent of Education.
